This was the first song on the 1981 album by the Taiwanese folk scene duo Xú Xiǎo Jīng  and  Yáng Fāng Yí.  Here is a Chinese language review ( notice it received 4.5 stars ):

聽泉 =  tīng quán = listen to the small stream ( or listen to the small spring of water ) was written by  陳雲山( Chén yún shān ).  The lyrics are also at this Mojim link:

That Youtube video has a lovely picture of a seaweed gathering girl ( I think she would be hearing a pounding surf rather than a gurgling stream ).  One Massachusetts town that has a seaweed industry is Scituate and here is a link to somebody who had done seaweed harvesting talking on the subject at a local museum:
